Canon

Vermilion's Joy took care of Ash's Pikachu after its crushing defeat against Lt. Surge's Raichu. It's not the only one though... the center seems especially busy with Chansey bursting in the front doors with Rattata and Pidgey on stretchers.

With her usual strictness, she stops Ash from punching Misty in the face for whatever argument they were having. Shortly after she teases them, suggesting that since they argue so much that they must care about each other... um... like each other... love each other...? PokeShipping fans call this Joy the first PokeShipper!

After overhearing the trio's conversation in Pikachu's hospital room on how to beat Lt. Surge's Raichu, Joy brings a box with a Thunder Stone in it and is willing to let Ash use it to evolve Pikachu. In Shudo's novel it's a different story. Joy instead gives a little backstory to Lt. Surge's crew:

"The Gym Trainers at Vermilion Gym are descendants of military personnel who were left unemployed after the war, so they tend to be a bit rough. They don’t know how to hold back. It’s like... if a lion used its full power against a mouse... Or in this case, an oversized mouse Pokémon against a regular mouse Pokémon... That said, they always go overboard in a match. I can give you some advice if you like."

Ash declines the offer, and instead thinks of using the Thunder Stone he received from an old man at the museum in Pewter City. Brock suggested that Pikachu might not be able to handle the sudden surge of electical power, but Joy says otherwise:

"That Pikachu took a Raichu’s Thunderbolt attack and only fell unconscious. I think he’s got an abnormal resilience and could probably handle that much power. ...Naturally, different Pikachu also have different physical constitutions. Not everyone fits a textbook example."

JN #21 / #1106: Caring for a Mystery! she appears waaaay later, having received an egg that won't hatch. She gives it to Ash, believing that if anyone could hatch it he could!

Headcanon

- Really tired of Lt. Surge's bs!

- Also shakes her head at trainers that use fucking Rattata and Pidgey against Raichu.

- Was given a Thunder Stone as a gift by Lt. Surge, to evolve her Eevee.

- Took offence, but kept it in case a trainer would like to use it... to beat Lt. Surge.

- Yeah, she really wanted Surge to lose :3

- Prefers the company of her cousins in Viridian and Pewter, much to Pewter Joy's chagrin:
Viridian: "I'd have to say I'm the prettiest."
Vermilion: "But I think I'm the prettiest Joy, don't you?"
Pewter: "STAHP. >:( "

- Why does her little sister from Fuschia have a hick accent and she don't? Are their parents divorced and one went with mom while the other went with dad?
